Council 13 mourns loss of two Venango County PennDOT members tragically killed on the job

AFSCME Council 13 mourns the loss of two PennDOT equipment operators and Local 2103 members, Robert Greenlee and Seth Baughman, who died on the job in a tragic accident on Wednesday, June 18, 2025.
According to Pennsylvania State Police, Greenlee was driving a 2020 Mack truck with Baughman as a passenger when the front passenger side tire malfunctioned for an unknown reason. The truck then traveled off the road, went into a ditch, and struck a tree. Both men were pronounced dead at the scene. An investigation is ongoing.
"The Council 13 family is deeply saddened by these tragic losses. Rob and Seth will be the 92nd and 93rd names added to the PennDOT Workers Memorial, making 93 names too many. This is an unwelcome reminder of the dangers of transportation work. Our union will be here for Rob and Seth's families, friends, and coworkers, as we all honor their memories," said AFSCME Council 13 Administrator James Howell.
