Political & Legislative

AFSCME Council 13 members are the public service workers who power our commonwealth and its counties, cities, municipalities, school districts, authorities, nonprofits, and health care facilities. In other words, we make Pennsylvania happen.
We have banded together through our union AFSCME to have a voice on the job, which enables us to fight for and win stronger contracts and better working conditions, which ultimately enables us to serve our communities to the best of our abilities.
Council 13 of the American Federation of State, County and Municipal Employees was established in 1973, freeing public service employees in Pennsylvania from working under the “patronage” system where they were hired and fired at the will of their political employers.
Since then, Council 13 members have won strong contracts, competitive wage increases, job security, fair grievance procedures, comprehensive health insurance, a strong voice with management, worker-friendly legislation, important court rulings, and dignity in the workplace.
But none of these victories happened by accident. They were won because working people stood together—not only on the job, but in the halls of government and at the ballot box. The same collective power that secures our contracts is what drives progress in Harrisburg and beyond.
To protect what we’ve achieved and to win what comes next, we must remain engaged, informed, and active in the political process. When we stay organized and involved, we build the power it takes to deliver for our members, our communities, and the future of Pennsylvania.
